Randy Melchior has 30+ years experience in real estate and land development that spans both the for-profit and non-profit sectors. During that time he has held key positions in the development of several hundred thousand square feet of prominent space across the GTA and throughout the province of Ontario. He is also an active member of various charitable foundations and event boards spanning the arts, politics, sport and health care.
As Chairman of Primacare™, Randy networks with top-tier government and industry partners, playing both an active and supervisory role in all strategic initiatives related to the company. He was also instrumental in establishing the company’s “family” brand as well as co-authoring the company's primary mandate to offer Ontario seniors unsurpassed "people focused quality care."
Matthew J. Melchior, BA GDPA | Founder & President
For more than 25 years, Matthew has collaborated with highly regarded, top tier professionals within the land development, construction and seniors housing sectors in the province of Ontario. Matthew’s extensive experience and keen insight has enabled him to form a highly qualified team of professionals that shares his commitment to primacare’s vision of building an innovative organization dedicated to the founding principle of "people focused quality care.” As Founder & President of Primacare, he is actively involved in and responsible for everything from site selection, financing and construction to quality control, operations and compliance.
A strong advocate of community service, Matthew has been actively involved in a variety of community-based cultural and healthcare not-for-profit organizations. As a result, he was presented with the 2006 City of Vaughan Volunteer Recognition Award as well as the 2013 Queen Elizabeth II Diamond Jubilee Medal.
Rick De Vincenzo, CA BA B.Comm | Chief Financial Officer
Rick has been Primacare’s Chief Financial Officer since 2012 bringing with him a stellar record and reputation in both banking and finance as well as 30+ years of experience and expertise in the areas of administration, taxation, and accounting. Prior to joining Primacare he served as Managing Partner for 8 years in an accounting firm that specialized in construction and real estate development as well as President & COO of a private company for 7 years. He’s also been asked to sit on numerous boards throughout his career including the board of the National Golf Club (where he also served as President for 1 year) as well as Vita Community Living Services (where he also presided as President for 5 years).
An expert in lender relations and a consummate professional known for his integrity, Rick has effectively orchestrated and aggregated multiple large financing initiatives and has successfully managed assets in excess of $100,000,000.
Jill Knowlton, RN BScN MS GNC (C) | Chief Operating Officer
As Chief Operating Officer for Primacare, Jill is responsible for all aspects of the operations and transformational change, including organization modernization, process improvement, results management, regulatory compliance, labour relations and project management practices, across the company’s owned and managed LTC Homes and future projects. Jill’s demonstrated future-forward stewardship on issues of LGBTQ2S rights, medical assistance in dying, innovation in models of care and design and use of Virtual Reality technology in advanced dementia has pushed primacare to the forefront of the industry, garnering much media coverage, the respect of her peers and keen public interest and support. An elected member of the OLTCA Board of Directors since 2018, Jill is frequently called upon to engage in collaborative projects with government, university and health-sector partners. As a vested stakeholder, Jill has successfully participated in the design, development and launch of new LTC Homes and a range of seniors’ housing options within the province of Ontario.
Adam Banks, BA | Director of Operations
Adam Banks joined Primacare in 2019 serving as Director of Operations. In his role, Adam is responsible for the day to day operations of owned and managed long-term care homes. With 25 years of senior leadership experience in the long-term care sector, he brings a wealth of knowledge for the senior living industry and is known for using his expertise to assist workers at all levels of company operations. Most recently, he was the Regional Director for 13 privately operated long-term care homes where he made recommendations to executive leadership, built key relationships and advocated on behalf of the company with government bodies, employer associations and suppliers, and oversaw performance management to exceed quality goals. Adam’s core values align with Primacare’s vision “to provide our residents and staff with an unparalleled long-term care environment that is people focused and adheres to the highest standards in quality care.” He is resident focused and committed to bringing his full breadth of experience to support and advance priority initiatives across the organization.
Saad Akhter, RN BScN | Director of Compliance & Clinical Operations
Saad is a registered nurse who started his career in long term care in 2012. Since then he has taken on various roles including front line nursing, Nurse Manager, Associate Director of Care, Director of Care, Executive Director, Nurse Consultant and now Director of Compliance & Clinical Operations.
At Primacare, Saad oversees our clinical operations and provides leadership to our Nurse Consultants as well as to the Program Managers and Directors of Care at each of our homes. He also helps move plans forward for clinical policy making and review while bringing proactive thinking and transformational leadership to the organization.
